Founded in 2019, FTS specializes in Conduct of Operations, Environmental Compliance and Waste Management. The founders of FTS bring over 45 years of combined experience from the Hanford Site and DOE Complex along with over 20 years of local small business experience to suit their clients' needs.

 

Certified by the U.S. Small Business Administration, FRAME Technical Services LLC is a HUBZone Small Business providing technical consulting services along with technical and administrative staff to the Hanford Site prime contractors.

Chris Haas

Chris Haas has over 25 years of professional experience in regulatory compliance and waste management with hazardous and radioactive waste, including over 19 years as a consultant working for small business.
 
Chris has extensive experience in project management and management of environmental professionals. He has served as an Environmental Manager and Environmental Compliance Officer for various radioactive and hazardous waste management facilities at the Hanford Site, and throughout the DOE Complex, implementing programs such as EPCRA, CERCLA, Waste Min/P2, RCRA, CWA, CAA, and NEPA.
 
Chris has served in leadership roles for negotiation and development of CERCLA documentation for D&D of surplus facilities and remediation of waste sites at various Department of Energy Complex Sites.
 
Chris managed a DOE mentor protégé from December 2013 to November 2018. During this time, he built an office from 1 employee to more than 100 scientists, engineers, and administrative staff with an annual revenue of $15M.
 
Chris manages all aspects of FRAME operations and is responsible for contracts, proposal development, and budgets. Chris is currently a 50% owner of FRAME.

Steve Shupe

 

Steven Shupe, as a certified Project Management Professional (PMP), has more than 20 years of Nuclear Industry experience, including highly visible years of project experience increasing in size and complexity. He is exceptionally adept at problem-solving and leading teams to successful outcomes. He is also experienced in providing support in the development and approach to implementing corporate strategic initiatives and assessing and documenting organization performance related to Conduct of Operations.

 

Steve has been responsible for ensuring that all aspects of the organization function within the guidelines of the applicable contract, met corporate goals and requirements, and ensured that the Department of Energy (DOE) and other Hanford contractor’s expectations were met.

 

Steve was Deputy Vice President in the Public Works Program, responsible for ensuring that all aspects of the Public Works Organization functioned within the guidelines of the support contract, and met corporate goals (Performance Incentives) and requirements. The organization was comprised of over 230 employees within five directorate organizations (Site Infrastructure Services, Facilities Management, Real Property & Projects, Risk Management & Assurance, Strategic Planning and Reliability Projects), with an annual projects and operations budget of approximately $60M.

Steve was also the functional interface with WTP and the One-System organizations, ensuring that future and current needs of the WTP infrastructure were identified and addressed.

Mr. Shupe is currently a 50% owner of FRAME.

Janelle Westberg

 

Janelle Westberg, our Human Resources/Office Manager, brings over 25 years of professional experience including more than 8 years as a manager in both the government and commercial sectors.  She is an active member in the Society for Human Resource Management (SHRM) and the local SHRM Columbia Basin Chapter. 

 

Having worked mostly in the areas of professional services, banking and education, Janelle held the roles of Human Resources Manager, Project Administrator, Contract/Subcontract Administrator, Project Controls Analyst, and Customer Service Supervisor for both large and small organizations. She served most recently in the role of Human Resource Manager. This provided her the opportunity to work in all areas of human resources including recruiting, onboarding, employee relations, performance management, benefits, payroll and safety. She has notable experience in federal and state compliance, employee benefits, and compensation and performance management.

 

Janelle is devoted to her continued growth educationally and professionally and these positions have allowed her to develop a keen understanding and gain valuable experience in all aspects of Human Resources, Office Management, Project Controls, Subcontracts/Contracts and proposals.
